Financial and Administrative Section
The section undertakes the provision of financial and administrative services to ensure the implementation of the operational plan in line with the strategic objectives of the Ministry of Education. This includes the management of financial affairs, preparation and follow-up of the budget and accounts of the attaché, providing the necessary human resources and managing them by providing appropriate work tools to employees by implementing regulations and laws. In addition, the section is working on developing work procedures in the attaché with high efficiency, managing of Communication, Media and General Correspondence, asset management of facilities and vehicles, and coordination with the Academic Department to ensure the workflow in the attaché with high quality and efficiency.
Financial Affairs:
• Participation in the preparation of the annual budget in coordination with other departments of the attaché.
• Follow up the accounts of the Attaché and other scholarship destinations that fall under the supervision of the Attaché with banks.
• Preparing and controlling the financial documents for purchases and service expenditures, assets, monthly employee payroll, bank transfers, reviewing bank statements, monthly payment statements, and reconciling bank accounts.
• Follow up on the collection and recording of revenues, financial claims, and recovered taxes.
• Organizing the accounting records and preparing the monthly closures and the final accounts.
• Checking the list of students' academic status for the payment of monthly salaries.
• Reviewing student registration for the semester, paying university tuition fees, and paying health insurance fees to the insurance company.
• Issuing and following up financial guarantees for universities when students receive a scholarship and cancelling them upon completion of studies.
• Issuance and follow-up of health insurance for students on scholarship when students receive a scholarship and cancel it upon completion of studies.
• Responding to scholarship students' inquiries regarding financial allocations and assisting them by providing advice and guidance to them.
Administrative affairs:
• Providing human resources and qualified skills and implementing all administrative procedures, including justifications for appointment, closure of files, end of employment, and all the consequent tasks.
• Preparing decisions for the payment of financial dues of all kinds to all employees of the attaché.
• Follow-up adherence to the official working hours, submitting periodic reports to the head of the section, and following up the leave accruals of all kinds, according to the contracts and regulations.
• Managing the assets and vehicles of the attaché by following up and implementing periodic maintenance, repair, and cleaning, and working on an administrative mechanism to ensure their preservation and accurate follow-up of usage.
• Communicating with the embassy and official authorities in the hosting country to complete and issue requests for car registrations, diplomatic cards, and diplomatic licenses, while providing logistical support with regard to transportation, claiming sales or value added tax and customs clearance.
• Review contracts and agreements concluded by the attaché with external parties.
• Review and audit employee contracts and administrative decisions.
• Preparing correspondence for the necessary legal procedures with external and internal parties when needed.
Communication and media:
• Participation in the preparation and implementation of the annual media plan for the attaché.
• Media coverage of participations and events, formulation of news, and follow-up of the attaché's social media.
• Follow-up and highlight the achievements of the scholarship students and encourage them to continue in academic excellence and community participation.
• Receiving and greeting guests and official delegations, accompanying them, and providing logistical support and all possible facilities throughout their stay in a manner that does not conflict with the applicable laws and regulations.
• Developing the attaché's website and social media, carrying out photography work, and using electronic programs and applications to create videos and advertisements to meet the attaché's media needs.
• Providing electronic systems, services and infrastructure that will raise the efficiency of work and the level of services.
• Coordination to participate in exhibitions, conferences and activities.
